PINDER VALLEY IN DANGER: GSI MUST TAKE ACTION

The monsoons this year have caused massive landslides in the whole of Uttarakhand. It is widely known that Uttarakhand is classified in Seismic Zones IV and V, which means that it is in constant danger of earthquakes. Due to the heavy landslides, many areas have become more vulnerable to seismic activity. Matu has written to the Geological Survey of India (GSI) regarding the Pinder valley in the Chamoli district. The villages around the Pinder River have been the site of many landslides this year and it is of the utmost urgency that this area be surveyed.

It has come to Matu’s knowledge that the extent of devastation caused by the landslide has been seriously underestimated by the administration. It was in this regard that in November 2010, Dinesh Mishra and Vimal Bhai of Matu Jansangathan visited Paithani, Paingad, Sunau, Devalgad, Soona, Tharali, Chepdu, Nandakesari, Ichholi, Hatkalyani, Talaur, Padmalla and several other villages and spoke with the residents of Kothi, Ghaud, Khirkot, Atthu, Boragad, Chaud, Kunnipartha, Milkhet, Sorigad, Savaad, Thermalchoting, Lausriban, Mandoli, Khesbalad, Pinau, Bakh, Harmi, Ulanghra, Tudri, Kotha etc and found that in all of these villages the cultivated land has been lost to landslides. There are cracks in the houses. The roads to villages are broken. The situation is even more delicate. We have provided some examples below.

· From the bridge connecting Paingad village, the landslide in the surrounding mountains is clearly visible.

· The village of Sunau was actually established on top of the ruins of a past landslide. Around 150 years ago, a major landslide wiped out the village. Later people from other areas came and settled down here. This year’s landslides have again put the residents at risk.

· The arable land below and around the prime village of the Suna gram panchayat has been completely damaged by the landslides. All the local water resources like gadheras (streams) and small waterfalls necessary for these villages have been badly hit by landslides as well.

· The arable land from Chauna gadhera to Tharali village and from Sevta gadhera to Baanja tok has been ruined. The path from Magera gadhera to the school has been completely destroyed.

· The agricultural land near the khali gadhera, above the gaushala (Cow- shed) has been hit by a landslide.

· Due to landslides near the Binayak temple of the Gadchyun gadhera, the land close to Kalyani gair has been destroyed and the residential houses put in danger.

· There are landslides all around the Shoding gram sabha

· All around Simar tok at Devsari and near the river, there are landslides. The houses all have cracks in their walls.

· In many places, people are living in tents in the empty village

· At Padmalla, a girl lost her life when her house collapsed. The cow and goat perished with her.

· The condition of the Kunnipartha village is even worse. It needs to be completely rehabilitated.

It has come to our knowledge that the sub- district magistrate has declared the region safe in his report. If this is true, then the report is deliberately misleading. The locals are protesting against this at Dewal block.

Due to the fact that the Devsari HEP is proposed to be built at Dewal and its tunnel is to underpass the villages of Paingad, Sunau, Devalgad, Soona, Tharali, Kunnipartha, Chepdu, Nandkesari, etc, all the way till Paithani, it is necessary in the present conditions to undertake a full geological investigation of these project- affected areas.

To save the Pinder valley from future devastation, it is important to assess the problems and administer the required treatment.

Hence, we demand that the GSI should:

· Send a investigation team to survey the entire valley

· Along with the present condition, the old reports must also be taken stock of in the survey

· The survey must include the peoples’ organizations and the residents of the villages

· One copy of the report must be given to each village

Peoples protest against to   the World Bank Missions visit to Vishnugad-Pipalkoti HEP

World Bank Mission said “We have come to visit the river not to meet the people.
People replied “Alaknandaganga is ours. You cant trade our rivers.

When
 World Bank Mission (WMB) members made visited the World Bank sponsored Vishnugad-Pipalkoti HEP (444 MW), they faced stiff opposition from the people. People followed them through out their visit to the project with black flags and shouting slogans from. 
Women told WMB “We are the owners of the river Alaknandaganga. 
You cant sell our river.

This proposed HEP on the river Alaknadaganga, in Chamoli district, was cleared for the World Bank funding in the month July this year 2011.Proposed proponent is Tehri Hydro Development Corporation (THDC). On 22nd of December Mr. Michael Haney, Senior Energy Specialist along with Mr. Partho Ghosh and Ms. Raihan from World Bank as World Bank Mission came to visit the project area. People were in stood in opposition of this visit and submitted a memorandum on behalf of Matu Jansangthan (Memorandum attached herewith)
The WBM officials avoided meeting the people of that area even people tried to meet them since day they arrived there. On the 24th December while official were prepared to leave their hotel, people surrounded the hotel. They demanded that the official should come out and meet them. With slogans e.g. “World bank Go back”, "Let river flow free", outside their hotel the WBM official were compelled to come out of their hotel after three hours.
Mrs. Sarita Rana, president of Women Welfare Association said “THDC official never let us meet the the WB officials. THDC never allowed WB to hear the peoples voice and it is completely one-sided process. Mr. Bassilal, sarpanch of Kiruly village demanded “Let our river flow free. Dont intervene with the affairs of our river. World bank is pushing us into the debt trap. We dont want to be borrowers for our lifetime. We wont let WB determine our faith.
People of Hadsari village unanimously opined that in the matter of rehabilitation and resettlement THDC has acted irresponsibly. They have witnessed for the last 6-7 years THDC has followed the policy of dividing the harmony among in order to fulfill the companys interest. Narendra Pokhriyal said that WB is should stop proving THDC the weapons to disturb harmony which is nothing but the funds it provide.

Brihashraj Tadiyal said “Our movement to save our environment will continue. It seems WB hasnt learn its lesson from the former projects of THDC In the history of THDC it has never been able to provide proper rehabilitation to the affected people. We oppose this dam in its entirety. World Bank and THDC should stop destroying peoples lives here. Alakndandaganga is the only river flowing through the area cover a distance of 25 kms from Haling to Birahi. This valley inhabits nearly 7,500 families and for them Alaknandaganga river has huge cultural and religious significance. Rituals like burying dead bodies is done on the side of the river. THDC has never admitted the cultural and religious significance of the river. . THDC and World Bank does the dam construction with the help of the police, suppressing peoples opposition against dams and going against the principles of democracy.
Mr. Michael Haney speaking on behalf of WBM said “ This project will not effect on environment. THDC is doing good work in the area. For the solution of your problems you should discuss with THDC. Law stands to save your fundamental rights. Mr. Partho Ghosh said “ We cant stop the fund to THDC and we came here to see the project not to meet the people.
WBM tried to tried to show their slates clean which was vehemently opposed by the people with slogans such as “”World bank Go Back, “World Bank Leave India, roaring the sky. WBM members had to put a lot a effort to leave the place.

This whole incident has falsified the claims of THDC and World Bank that this project has no opposition. This incident has also clarified that World Bank is not following environment and rehabilitation norms. This project is facing huge opposition at the local level even though it is reported that the company has spent lakhs with an NGO in order to inform people the ‘real’ effects of this project., which will obviously be in the interest of the company. The NGO is trying to get the people in favour of the project.
Anandsingh, Pramiladevi, Nandsingh, Manilalshah, Kanhaiya lalshah, Gita Devi, Saritadevi, Basantidevi, Kalulal, Harendra Bhandari, Ramlal, Sohanlal, Deepadevi, Camelidevi, Pushapa Devi, Guddi Devi were present among the other project affected villagers.

विष्णुगाड-पीपलकोटी परियोजना में लोगो ने विश्वबैंक मिशन को घेरा

विश्वबैंक ने कहा हम लोगो को मिलने नही सिर्फ परियोजना का काम देखने आये  है।


विश्व बैंक पोषित विष्णुगाड पीपलकोटी जल-विद्युत परियोजना (444 मेवा) के विरोध में हेलंग से हाट तक के ग्रामीणों ने विश्वबैंक के मिशन के सदस्यों व टी.एच.डी.सी. को काले झण्डे दिखाकर विरोध किया। महिलाओं ने विश्व बैंक से आये पैनल अधिकारियों से कहा कि अलकनन्दा नदी के मालिक हम हैं। हमारी नदियों का सौदा नही किया सकता।

उत्तराख्ंाड के चमोली जिले में, अलकनंदागंगा पर प्रस्तावित इस परियोजना को विश्व बैंक ने टिहरी जलविद्युत निगम को इसके लिये जुलाई 2011 में वित्तपोषण किया है। 22 दिसंबर को विश्व बैंक अधिकारी रैहाॅन, माईकेल और पार्थाे घोष परियोजना क्षेत्र में गये थे। विश्व बैंक अपने दौरे को मिशन कहता है। लोगो ने परियोजना का पूर्ण विरोध किया और माटू जनसंगठन की ओर से एक ज्ञापन दिया जिसमें कहा गया है कि....

‘‘लोगो को सामने दिख रहा है कि आज तक विश्व बैंक द्वारा पोषित परियोजनाओं में लोगो के अधिकारों व पर्यावरण का नुकसान ही हुआ है। वही स्थिति अब यहंा भी दिखाई दे रही है। नर्मदा नदी पर सरदार सरोवर से हजारो बेघर लोगो का आज भी पुनर्वास नही हो पाया है। विश्व बैंक जिस टी.एच.डी.सी. को पैसा दे रहा है उसके बनाये टिहरी बांध से पुनर्वास और पर्यावरण के नुकसान का आकलन तक नही हो पाया है।
2004 से जहंा, परियोजना का विद्युतघर बनना है विस्फोटो के इस्तेमाल के कारण कई घरों में दरारें आई है। सड़क बनाने के कारण गांव का जंगल बर्बाद हुआ है। अनेक खतरे सामने दिख रहे है। किन्तु विश्व बैंक और टी.एच.डी.सी. एक के बाद एक मात्र रिपोर्ट बना रहे है।
ज्ञापन में मांग की गई की परियोजना के कारण हुये अब तक के नुकसान की भरपाई की जाये और परियोजना को विश्व बैंक द्वारा दिया गया पैसा वापिस लिया जाये।‘‘

22 दिसंबर से ही लोगो ने विश्व बैंक मिशन को मिलने की कोशिश की। किन्तु वो बचते रहे। 24 दिसंबर की सुबह मिशन को वापिस लौटना था। जहंा विश्व बैंक मिशन ठहरा हुआ था वहंा सुबह 9 बजे से परियोजना प्रभावित ग्रामीणों ने घेराव किया और मांग की कि मिशन बाहर आये और लोगो से बात करें। ‘‘विश्व बैंक वापिस जाओं‘‘ साढे तीन घंटे के घेराव के बाद मजबूरन मिशन को बाहर आना पड़ा। उत्तराखंड में ऐसा पहली बार हुआ जब विश्व बैंक को विरोध का सामना करना पड़ा।

महिला मंगल दल अध्यक्ष श्रीमती सरिता राणा ने कहा कि विश्व बैंक की टीम से अी.एच.डी.सी. के अधिकारी कभी मिलने नहीं देते। यह एक तरफा बात है। विश्व बैंक केवल टी.एच.डी.सी. की ही बात सुनता है। जनता की आवाज को दबा दिया जाता है। सरपंच किरूली श्री बस्ती लाल ने कहा कि हमारी नदी को स्वतंत्र बहने दो। इससे किसी भी प्रकार की छेड़छाड़ बर्दासत नही किया जा सकता है। विश्व बैंक लगातार कर्जे में डुबो रहा है। हम इनके कर्जदार नहीं बनना चाहते हैं। हमारा भविष्य का निर्धारण करने वाला विश्व बैंक नही है।

ग्राम हडसारी के लोगो ने कहा कि पुनर्वास व विस्थापन के जो कदम टी.एच.डी.सी. ने उठाये हैं वे गैर जिम्मेदाराना है हम पिछले 6-7 सालों से इस कम्पनी के कार्यो को देख रहे कम्पनी ने लोगों के सौहार्द को तोड़ने का काम किया है।

नरेन्द्र प्रसाद पोखरियाल ने कहा कि विष्व बैंक टी.एच.डी.सी. को हथियार देने बन्द करें। विश्व बैंक तुरन्त टी.एच.डी.सी. को ऋण देना बन्द करे।

वृहर्षराज तडि़याल ने कहा कि पर्यावरण को बचाने के लिए हमारा आन्दोलन जारी हैै। टी.एच.डी.सी. की पूर्व की करतूतों से विष्व बैेंक ने अभी तक सबक नही लिया है। टी.एच.डी.सी. के पूर्व काले इतिहास में कही भी कभी भी पुनर्वास नही हो पाया है। हम इस बांध का पूरी तरह से विरोध करते है। विश्व बैंक और टी.एच.डी.सी. लोगों को बर्बाद न करें। अलकनन्दा क्षेत्र की एकमात्र नदी है जिसका फैलाव हेंलंग से बिरही तक 25 किमी. है। इस घाटी में लगभग 7500 परिवार निवासरत हैं। जो अलकनन्दा नदी पर अपने धार्मिक, सांस्कृतिक, शवदाह आदि के लिए निर्भर है। लेकिन टी.एच.डी.सी. ने कहीं भी इसका जिक्र नहीं किया है। टी.एच.डी.सी और विश्व बैंक पुलिस बल की सहायता लेकर बांध निर्माण का कार्य करना चाहती है जो कि अलोकतांत्रिक है।

विश्व बैंक की ओर से लोगो को जवाब देते हुये माइकल हेनरी ने कहा कि इस परियोजना से पर्यावरण पर कोई प्रभाव नही पडेगा। टी.एच.डी.सी. क्षेत्र में अच्छा कार्य कर रही है। अपनी समस्याओं के लिए टी.एच.डी.सी. से कहें और अपने मौलिक अधिकारों की सुरक्षा के लिए कानून की शरण में जायें। पार्थो घोष ने कहा कि हम टी.एच.डी.सी. को दिया फण्ड बन्द नही कर सकते और हम यहां जनता को मिलने नही परियोजना देखने आये है। आप हमारे प्रबन्धक से बात करें।

इस तरह विश्व बैंक ने अपने आपको साफ सुथरा बताने की कोशिश की जिसका ग्रामीणों ने ‘विश्व बैंक वापस जाओं‘, ‘विश्व बैंक भारत छोडो‘ नारों के साथ विश्व बैंक का विरोध किया। काफी मश्कत के बाद विश्व बैंक का मिशन वापिस लौटा।

इस पूरे प्रकरण से विश्व बैंक और टी.एच.डी.सी. के दावों की पोल खुल गई, कि यह परियोजना का विरोध नही है। और विश्व बैंक पर्यावरणीय और पुनर्वास के मानको का पालन कर रहा है। परियोजना का स्थानीय स्तर पर भी विरोध है। भले ही एक एनजीओं को लाखों रुपये परियोजना के असर लोगो को बताने के लिये खर्च कर दिये गये हो। असलियत में उस एनजीओं ने लोगो को परियोजना के पक्ष में करने की कोशिश की। विश्व बैंक अपनी जिम्मेदारी से नही बच सकता। परियोजना के सभी गलत-सही में विश्व बैंक की भागीदारी है।

परियोजना क्षेत्र से आनन्दसिंह, प्रमिला देवी, नन्दसिंह, मणि लाल शाह, कन्हैया लाल शाह, गीता देवी, सरिता देवी, बसन्ती देवी, कालू लाल, हरेन्द्र भण्डारी, राम लाल, सोहन लाल, दीपा देवी, चमेली देवी, पुष्पा देवी, गुडउी देवी, आदि ग्रामीण भी उपस्थित थे।
