On 16-06-2013, the sudden flood on Alaknanda River which washed away Lambagarh, Vinayak Chatti, Pandukeshwar, Govindghat, Pinoli ghat villages was a result of Vishnuprayag Hydro Electric Power Project built and operated by Jayprakash Group (also known as Jaypee Group).  In this regard, we give below a self explanatory letter written by Vishnuprayag Dam clamity affected People’s Group. Subsequently, Matu Jansangthan has also written to the govt. about the issue. We are waiting for the next course of action from the government, after which we will explore further options within constitutional rights available to us.

Subject: Compensation to the people affected due to Vishnuprayag Dam Breakage - Reg

We wish to bring to your kind notice that on 16-06-2013, the sudden flood on Alaknanda River which washed away Lambagarh, Vinayak Chatti, Pandukeshwar, Govindghat, Pinoli ghat villages was a result of Vishnuprayag Hydro Electric Power Project built and operated by Jayprakash Group (also known as Jaypee Group).  We, Vishnuprayag Dam Break affected People’s Group are villagers affected by the Jaypee Group’s Vishnuprayag Hydro Electric Power project dam breakage. We live downstream to the dam. On 16-06-2013 and 17-06-2013, the sudden flood which washed away homes, hotels, bridges, agricultural fields, forests etc in the villages of Lambagarh, Pandukeshwar, Govindghat, Vinayak Chatti, Pinola ghat etc is a result of Vishnuprayag Dam built by Jaypee group. Main reason behind the destruction is that the gates of the dam were not opened in time.

How it happened?
     On 16 June, 2013 around 5 PM water level rose quite high than everyday increase. Around 10PM on 16-06-2013 the level increased so much that it created an atmosphere of fear and anxiety all around. Again around 11:30 PM when the generator in the Gurudwara at Govindghat on one bank and an electricity transformer on the other bank of the river got flooded, it became dark everywhere. Panic spread immediately. The water level increased to such an extent  that it touched bridge near Gurudwara at Govindghat by then. Due to this the parking space got flooded. Land begun eroding and the vehicles parked there started floating in the flood water.  At 4:30 AM on 17-06-2013, even the strong bridge built by PWD, which is the link to Hemkund Sahib, Valley of Flowers, Pulna and Bhyundar valley got washed away. Meanwhile water flooded Govindghat market. Land there started eroding and thus houses, hotels, shops, trees, parking place, Gurudwara buildings were found floating and washed away in the flood.
      On the other bank towards Hemkund Sahib, Thousands of Pilgrims, local people and more than 1500 horses/ mules and their caretakers got stranded, with lives hanging on life and death line. On 17-06-2013, by 6 AM as the flood water level increased hotel, houses and agricultural fields got washed away due to large scale soil erosion.  All these were replaced by large amount of muck and soil brought by the flood. 

Vishnuprayag dam is the reason for Calamity:
      We all we sat discussing about the sequence of events during the flood. Why did this happen? Never such incident occurred before. On 19 June, when few of our members who arrived after escaping from the flood from Lambagarh, Vinayak Chatti and other villages, they explained us whatever happened was a result of breakage of Jaypee’s Vishnuprayag dam. In order to know the facts, we went to Lambagarh barrage and found out what happened. On 16-06-2013 night the water flow increased then stopped then restarted around 2:30AM to 4:30AM, this time with a heavy flow of water towards Govindghat which brought the destruction.
     
      The fact is that initially when the flood started, Jaypee Company’s staff have opened the gates of the dam and emptied the reservoir before closing them again. But when the flood water continued and started to fill up the reservoir again, they failed to open the gates this time as there was a heavy inflow of sediments and huge boulders which damaged the gate system, resulting in formation of a lake. The huge lake of 1.5km length formed took a ferocious form and starting with the dam broke everything on its way. This makes it clear that the destruction which occurred in our area was due to the bad intention, negligence of  Jaypee company. So, our complete loss has to be repaid by Jaypee Company itself.

Our Demands:

We request you to take administrative level action on following demands.
1.  The Insurance of Vishnuprayag Dam, according to our knowledge as of now, is under Oriental Insurance Company. We demand that this amount should be blocked immediately. Complete compensation for the damage at the villages of Lambagarh, Pandukeshwar, Pinolaghat, Govindghat, Vinayak Chatti should be first paid by Jaypee group who own the Vishnuprayag dam.
2.  The Safety work from Dam to Pinola ghat should be taken up by government according guidelines. The quality supervision should be given to villagers and an honorarium to be paid monthly for the same.
3.  Loss of employment due to lack of Tourism should be completely compensated by Jaypee group.
4.  No dam should be constructed above these villages from now on.
5.  A criminal case should be lodged against Jaypee group for causing the heavy flood caused on 16 – 17 June, 2013
6.  Jaypee Company has taken some land from villagers on lease/rent. All this land should be returned to villagers.
7.  A high-level inspection and survey committee should visit the affected regions and record our pleadings in their report.

Today, our 25 families have lost everything. About 50 families have lost above 75% of their property. All Pandukeshwar panchayat dwellers have got affected due to loss or damage to Pasture lands, Agricultural fields, grazing grounds, dairy business, mule owners’ transport business, loss of mules’ life and other small businesses.

We request you to take quick action on our demands.

दिनांक 16.06.2013 को अलकनन्दा नदी में आयी बाढ़ के कारण लामबगड़ विनायक चट्टी] पाण्डुकेश्वर] गोविन्दघाट] घाट पिनोला में जो क्षति हुयी है। उसके लिये पूर्णरुप से जिम्मेदार विष्णुप्रयाग जलविद्युत परियोजना है। जिसे जयप्रकाश कम्पनी संचालित करती है। हम इस संदर्भ में विष्णुप्रयाग बांध आपदा प्रभावित संघ^ का पत्र संलग्न कर रहे है जो कि स्वंय में पूरी बात कहता है। इसके बाद माटू जनसंगठन ने भी सरकारों को पत्र द्वारा याद दिलाया है। हम इंतजार कर रहे है कि सरकार इस पर कदम उठाये। इसके बाद हम लोकतंत्र द्वारा प्रदत सभी अधिकारों का उपयोग करते हुये आगे बढ़ेंगेA

महोदय]

सविनय निवेदन है कि दिनांक 16.06.2013 को अलकनन्दा नदी में आयी बाढ़ के कारण लामबगड़ विनायक चट्टी, पाण्डुकेश्वर, गोविन्दघाट, घाट पिनोला में जो क्षति हुयी है। उसकी पूर्ण जिम्मेदार विष्णुप्रयाग जलविद्युत परियोजना है। जिसको जयप्रकाश कम्पनी संचालित करती है।
हमारा विष्णुप्रयाग बांध आपदा प्रभावित संघ जय प्रकाश कम्पनी के विष्णुप्रयाग बांध के कारण प्रभावित ग्रामीणों का है। हम विष्णुप्रयाग बांध से नीचे के गांवों के निवासी हैं। हम आपके संज्ञान में डालना चाहते हैं कि दिनांक16.06.2013  17.06.2013 को अलकनन्दा नदी का जलस्तर बढ़ने से जो लामबगड़, विनायक चट्टी, पाण्डुकेश्वर, गोविन्दघाट, पिनोला घाट आदि गांवों में मकानों, खेती, वन और पुल के बहने का नुकसान हुआ उसके लिये जयप्रकाश कम्पनी का विष्णुप्रयाग बांध है। समय पर बांध के दरवाजों का ना खोलना इस तबाही के लिये जिम्मेदार कारण है।

घटना का पूरा विवरण इस प्रकार हैैः-

16 जून की शाम को 5 बजे अलकनन्दा नदी का जलस्तर अत्यधिक बढ़ने लगा जो कि रोज के जलस्तर से काफी अधिक था और 16.06.2013  रात को लगभग 10 बजे अलकनन्दा नदी का जलस्तर अत्यधिक बढ़ने लगा जिसके कारण गोविन्दघाट में भय का माहौल पैदा हो गया था। पुनः रात को लगभग 11:30बजे गुरूद्वारे का जेनरेटर कक्ष और नदी के दूसरी तरफ लगा विद्युत ट्रान्सफार्मर बाढ़ की चपेट में आने से गुरूद्वारा एवं गोविन्दघाट में पूरी तरह अंधेरा छा गया | जिस कारण लोगों में और भी भय व्याप्त हो गया। नदी का जलस्तर लगातार बढ़ता रहा और गोविन्दघाट गुरूद्वारे के पास जो पुल था उसके स्तर तक नदी का पानी पहुॅच चुका था| इस कारण गोविन्दघाट में जो पार्किंग थी उसमें नदी का पानी पूरी तरह फैलने लगा और धीरे-धीरे भूमि का कटाव होने लगा जिससे पार्किंगों में खड़े वाहन भी बहने लगे। तत्पश्चात् दिनांक 17.06.2013 की सुबह 4:30 बजे  गोविन्दघाट में अलकनन्दा नदी पर स्थित| पुलना जाने हेतु लो.नि.वि. द्वारा बनाया गया पक्का  पुल भी बह गया और वह बीच नदी में अटक गया जिस कारण पानी का बहाव गोविन्दघाट बाजार की तरफ आने लगा। तदुपरान्त धीरे-धीरे भूमि जिस पर बाजार निर्मित था, का कटाव होने लगा और देखते ही देखते एक के बाद एक होटल, दुकानें, मकान, पार्किंग स्थल, गुरूद्वारा की इमारतें भी ढहने लगी और 17जनू की सांय 5 बजे तक गोविन्दघाट में इमारतों, होटलों, खेतों, पार्किंग स्थलों व दुकानों के स्थान पर नदी द्वारा बहा कर लाये गये मलबे के अलावा कुछ भी शेष नहीं रह गया था व साथ ही नदी की दूसरी तरफ पुल के बह जाने से हजारों तीर्थयात्री व स्थानीय निवासियों के साथ साथ लगभग 1500 घोड़ों, खच्चर एवं मवेशी भी फंस चुके थे जो कि अपनी जीवन व मृत्यु से जूझ रहे थे।
ग्राम पाण्डुकेश्वर में भी दिनांक 17.06.2013 की सुबह लगभग 6 बजे नदी का जलस्तर अत्यधिक बढ़ने के कारण भूमि का कटाव अत्यधिक तीव्रता से होने लगा जिससे वहां पर स्थित होटल, मकान व खेती योग्य भूमि भी बह गये।
आपदा का कारण विष्णुप्रयाग बांध थाः-
हम सभी लोग उक्त घटनाक्रम पर चर्चा कर रहे थे, कि पानी का आना फिर रुकना  और फिर तेजी से आना। ऐसा कैसे हुआ, आज से पहले ऐसा कभी नहीं हुआ था। 19 जून को हमारे कुछ ग्रामीण लामबगड़ व विनायक चट्टी  आदि गांवों से आये | उन्होने हमको बताया कि यह सब जो भी हुआ है जे.पी. कम्पनी के बांध फटने से यह सब तबाही हुयी है। इसकी सत्यता जानने के लिए जब हम लोग लामबगड़ बैराज की ओर गये तो हमको सब कुछ साफ हो गया कि क्यों दिनांक16.06.2013 को रात्रि में एकदम से पानी बहुत ज्यादा आया और फिर कुछ समय बाद फिर से कम हो गया था, लेकिन पुनः 16.06.2013 को सुबह 2:30से लेकर 4:30 तक बहुत ज्यादा पानी गोविन्दघाट में आया और सब कुछ बहाकर खत्म कर दिया। उसकी सत्यता यह थी कि पहले जे.पी. कम्पनी वालों ने गेट खोलकर सारा बांध खाली कर दिया था| पुनः गेट बन्द कर दिया लेकिन जब बांध में पुनः बहुत बड़ी झील बननी शुरू हुयी तो कम्पनी वालों ने गेट खोलने की कोशिश की | लेकिन उनकी मेहनत बेकार हो गयी थी क्योंकि गाद एवं बड़े-बड़े बोल्डरों ने तब तक गेट सिस्टम खराब कर दिया था और पीछे 1-5 किमी. झील बनकर अत्यधिक विकराल रूप धरकर सब कुछ तोड़फोड़ कर तबाही मचा चुकी थी।
इससे पूरी तरह से स्पष्ट है कि हमारे क्षेत्र की तबाही की जिम्मेदार जेपी कंपनी की बदनीयतपूर्ण लापरवाही है। इसलिये हमारे नुकसानो की भरपाई भी जेपी कंपनी को ही करनी होगी।
महोदय, निम्न मांगों को शासन स्तर पर पूर्ण करवाने की कृपा कीजिये।
1 विष्णुप्रयाग बांध कम्पनी की बीमा राशि जो कि हमारी जानकारी के अनुसार ओरिएण्टल कम्पनी के पास है वो राशि रोक दी जाय और लामबगड़, पाण्डुकेेश्वर, विनायक चट्टी, गोविन्दघाट और पिनोलाघाट के लोगों के नुकसान की सम्पूर्ण शत प्रतिशत भरपायी जयप्रकाश कम्पनी द्वारा हो।
2 बांध से लेकर पिनोलाघाट तक सुरक्षा कार्य मानकों के अनुसार सरकार द्वारा हो। गांव के लोगों को गुणवत्ता देखने की जिम्मेदारी मासिक मानदेय के साथ दी जाय।
3 यात्रा न चलने के कारण गांवों में जो आजीविका का नुकसान हुआ इसकी भरपायी भी कम्पनी द्वारा की जाय।
4] अब इन गांवो के उपर कोई बांध नहीं बनाया जाय।
5] 16 जून व 17 जून को लायी गयी बाढ़ के लिए जयप्रकाश कम्पनी पर आपराधिक मुकदमा कायम हो।
6] जो जे.पी. कम्पनी ने गांव वालों की भूमि लीज क्रय की थी, वो गांव को वापस कर दी जाय।
7] उच्चस्तरीय जांच समिति गांवों में जाकर लोगों की पूरी बात सुने। और हमारे प्रतिवेदनो को जांच रिपोर्ट में दर्ज करे।

आज हमारे 25 परिवारों का सबकुछ समाप्त हो गया हैै। लगभग 50 परिवारों की 75 प्रतिशत से ज्यादा संपत्ति का नुकसान हुआ है। बागवानी, खेत खलिहान, दुग्ध व्यवसाय, पशुभारवाहकों के पशुओं की हानि, अन्य छोटे व्यवसायियों के नुकसान सहित पूरी पांडुकेश्वर न्याय पंचायत में सभी परिवार प्रभावित हुये है।

Subject: Need to remove fear of “Unsafe Uttarakhand”
Respected Sir,
As we all know that recent disaster has damaged Uttarakhand and thus lost links like roads and bridges, there is a scarcity of food etc in remote villages, thousands became widows and orphan children, broken houses and villages washed away. Govt and different agencies are providing relief for the affected people.

Electronic Media has been presenting grave pictures of the flood-time of building collapses etc. But it’s not the case anymore. Cloudbursts are common in Uttarakhand like in all Himalayan regions and they occur in isolated areas. And "Heavy rains" do happen like in every part of the country. Cloudbursts and Heavy rains are not ‘Breaking News'. In order to make the economy of Uttarakhand stand on its own feet, we feel it is most important and need of the hour to remove this fear from the minds of common people of the country about Uttarakhand flood, cloudbursts, broken roads etc so that common people, pilgrims and tourists can visit the state.

This will generate income to Hotels, Dharmshalas, Ashrams, Guest Houses, trek guides, porters, small shopkeepers, vendors, taxi owners etc. Many tourist organisations, trek guides, porters are waiting for work. They have become unemployed after the calamity. Apart from relief work, this step is also necessary.

As in our recent visits to Uttarakhand in the connection of relief work, we found out that the impact of disaster is more on those people living in other areas too which did not get affected due to the June calamity.

Our observation:-

The serenity of Himalayas in Uttarakhand is still intact. Every peak is green now. The mighty Ganga and its source rivers and tributaries are flowing like they always do during this time of monsoon. Road blocks on main roads are removed and occasional landslides are a common phenomenon in this season and the maintenance department takes care of them immediately. So that’s not a problem too.
From Rishikesh to Badrinath, road until Govindghat is good and the buses are plying up to Joshimath regularly. One can go to Pandukeshwar, (where Badrinath ji idol is shifted for winter duration every year). Very few interior roads are still to be built which were broken due to Natural cum Man made calamity recently. All the five Prayags (confluence) namely Devprayag, Rudraprayag, Karnprayag, Nandprayag and Vishnuprayag are in good condition.
Road from Rishikesh to Uttarkashi is also fine. There are many more interesting places in Ganga, Bhagirathi and Alaknanda valleys like Haridwar, Rishikesh, Neelkant, Dehradun, Mussorrie, Almora, Auli, Nainital, Chopta, Karthikswamy, Ukhimath (Kedarnath idol is shifted here now), Tungnath, Gopeshwar, Saptakund, Tapovan, PeepalKoti, Malari, Pokhri, Meyali, Chirbatiya, Dhodital, Dhanolti, Narendranagar, Ranikhet (Almora), Lensdown, Sonprayag, Khirsu, Kanvashram, Guptkashi etc to visit. One can visit and stay nearby. One can also go for trekking.
As Govt. has recently said that the Char Dham Yatra will start from 30th September, hence, before that it is required that the fear of common people, pilgrims and tourists is removed by presenting the actual picture via Media and break the myth of "Unsafe Uttarakhand", so that people can start coming in the state. For this we have some suggestions:-
  1. A campaign can be started by the State Government to attract people to visit the state. This can be done by giving a statement and some advertisements in print and visual media. Matu Jansangthan has already issued a Press Release with some recent photos (http://goo.gl/oCHi1Z) regarding this.
  2. State Tourism Department can organize some promotional campaigns in other states.
  3. Necessary actions should be taken to build trust of the people (residing outside the state) regarding Government’s plans and mechanisms.
