पंचेश्वर और रुपाली गाड बांध परियोजनाओं पर पर्यावरण मंत्रालय का सुरक्षा घेरा टूटा
सह सचिव ने मामले को देखने और कार्यवाही का आश्वासन दिया
पिथोरागड़, अल्मोड़ा में प्रदर्शन, विरोध में उक्रांद व् उपपा साथ आये
दिल्ली व उत्तराखंड में पंचेश्वर और रुपाली गाड बांध परियोजनाओं की स्वीकृति संबंधित प्रक्रियाओं को लेकर महाकाली लोक संगठन, उत्तराखंड परिवर्तन पार्टी, उत्तराखंड क्रांति दल, जन आंदोलनों का राष्ट्रीय समन्वय, उत्तराखंड एकता मंच, दिल्ली समर्थक समूह आदि ने कड़ी प्रतिक्रिया व्यक्त की.
दिल्ली में महाकाली लोक संगठन के साथ अन्य साथी पर्यावरण वन एवं जलवायु परिवर्तन मंत्रालय में सुरक्षा घेरे को तोड़ अंदर घुसे. दिल्ली में महाकाली लोक संगठन के साथ अन्य साथी पर्यावरण वन एवंजलवायु परिवर्तन मंत्रालय में सुरक्षा घेरे को तोड़ अंदर घुसे. थोड़ी मशक्कत के साथ सुरक्षाकर्मियों ने सबको मंत्रालय की इमारत के बाहर किया किंतु सह सचिव श्री ज्ञानेश भारती ने एक प्रतिनिधिमंडल कोमिलने का समय दिया जिसमें श्री हरेंद्र अवस्थी श्री विमल भाई व श्री श्रीधर गए। विमल भाई ने जनसुनवाई में हुई अनियमितता, प्रक्रियागत कमियां, पुलिस बल का प्रयोग, राजनैतिक हस्तक्षेप दबाव व पूरेप्रभावित क्षेत्र में अन्य पर्यावरणीय कानूनों का उल्लंघन की बात रखी। श्री हरेंद्र अवस्थी ने कहा कि आपने अमरूदों के बाग सुने होंगे आप अमरूदों के बाग कहते हैं हमारे यहां अमरूदों के जंगल हैं पलायन पूरेउत्तराखंड में सबसे कम है हम पूरी तरह गैर जानकारी के अंधेरे में हैं। श्री श्रीधर ने पर्यावरण संबंधी आंकड़े गलत और अध्ययन अपूर्ण बताएं।
प्रतिनिधिमंडल ने सह सचिव से आग्रह किया कि सभी अध्ययन समय के साथ पूरे हो हमारी मांग के अनुसार जन सुनवाई पूरी प्रक्रिया व पर्यावरणीय कानूनों की पालन के साथ हो विशेषज्ञ आकलन समितिफिलहाल स्वीकृति को रोकें.
श्री ज्ञानेश भारती ने लगभग 20 मिनट तक बातें गई उन्होंने हमें आश्वासन दिया कि जो कि बहुत मजबूत था कि वह 24 अक्टूबर को हुई. विशेषज्ञ आकलन समिति को भेजें सारे पत्र को देखेंगे और हमारेउठाए मुद्दों को देखेंगे उन्होंने कहा कि कल EAC की बैठक होने दीजिए मैं मामले को देखता हूं.
पर्यावरण के मंत्रालय के बाहर संगठन ने इस चेतावनी के साथ धरना समाप्त किया कि यदि मंत्रालय ने बिना इन मुद्दों को देखें स्वीकृति दी तो उसको लोगों की कड़ी प्रतिक्रिया झेलनी होगी हम अपने हरसंवैधानिक अधिकारों का उपयोग करेंगे.
अल्मोड़ा में उत्तराखंड परिवर्तन पार्टी व साथी संगठनों ने जिलाधिकारी के कार्यालय पर प्रदर्शन के बाद 5 दिसंबर को दिल्ली होने वाली पर्यावरण विशेषज्ञ आकलन समिति की बैठक के लिए पत्र भेजा. पार्टी केकेंद्रीय अध्यक्ष श्री पीसी तिवारी ने जिले में हुई जन सुनवाई की अनियमितताओं पर रोष व्यक्त करते हुए संवैधानिक अधिकारों की अवहेलना पर आंदोलन की चेतावनी दी। रेखा धस्माना जी ने कहा कि यहलोगों के पहाड़ के कुमाऊं क्षेत्र के पर्यावरण और लोगों के जीने के हक पर हमला है। गोविंद राम वर्मा ने कहा कि हमे विकास के नाम पर विस्थापन कुबूल नहीं।
पिथौरागढ़ में भी महाकाली लोक संगठन के साथी व उत्तराखंड क्रांति दल के वरिष्ठ साथियों ने उप जिलाधिकारी के माध्यम से विशेषज्ञ आकलन समिति को ज्ञापन भेजा. महाकाली लोक संगठन के सुमित महर ने गांवों में जानकारी का अभाव की बात कही 84 से ज्यादा गांव प्रभावित हैं, अंदरुनी इलाके हैं, सरकार जनता को अंधेरे में रखकर कागजी कार्रवाई पूरी कर रही हैं. इससे विकास के नाम पर धोखा जाहिर होता है. लोक संगठन की ही मनोज मटवाल ने पिथौरागढ़ के पर्यावरण पर होने वाले असरों को नकारे जाने पर चिंता व्यक्त की. उत्तराखंड क्रांति दल के संस्थापक सदस्य श्री काशी सिंह ऐरी जी ने कहा कि हमारी पार्टी पूरे उत्तराखंड में जनाधिकारो पर सरकारी हमले की पोल खोलेगी. उत्तराखंड की अस्मिता इस समय खतरे में है. श्री चमन सिंह ग्राम प्रधान व श्री तारा सिंह वन सरपंच फल्दु ने इन अनियमितताओं पर अपने ग्राम की ओर से ज्ञापन भी दिया. तडेमियां गांव से श्री केशव सिंह ने भी अपनी पीड़ा व्यक्त की. सेल गांव के प्रधान श्री वजीर सिंह ने अन्याय को ना सहने की बात कही. प्रदर्शन के बाद उप जिलाधिकारी श्री पांडे को के माध्यम से पर्यावरण मंत्रालय को ज्ञापन भेजे गए.
उत्तराखंड में भारत नेपाल सीमा के बड़े बजार झूलाघाट में भी प्रदर्शन हुआ. श्री हरिवल्लभ भट्ट ने अपनी धरती ना छोड़ने की बात कही श्री विप्लव ने कहा कि विस्थापन और पर्यावरण जैसे बड़े सवालों पर सरकार खोखले साबित हुई है ग्रामीण व्यापारियों ने पुरानी और पारंपरिक बाजार को बनाए रखने की घोषणा की.
आज के प्रदर्शन में हम यह बात घोषणा कर रहे हैं कि यदि सरकार ने अपने गलत कदमों को नहीं रोका तो गांव से लेकर दिल्ली तक हम कड़ी प्रतिक्रिया देंगे.

Environment Ministry's gate breached: environment clearace issue of Pancheshwar and Rupaligad Dams
Joint -Sec.assured to look into matter seriously
Protest hold in Pithoragar and Almora: UKD and UPP came insupport
The wrong process of dam clearance for the Pancheshwar and Rupaligad Dams have been strongly condemned by Mahakali Lok Sangathan, Uttarakhand Parivartan Party, Uttarakhand Kranti Dal, the National Alliance of People’s Movements: Uttarakhand Akta Manch, Delhi Solidarity Group and others.
In Delhi, Mahakali Lok Sangathan and other members in solidarity breached the gates of the Environment Ministry and entered with banners and posters. With a little embarrassment, the security personnel took everyone outside the ministry building.
Later, Joint-secretary Mr. Dnyanesh Bharti gave time to meet a delegation, in which Mr. Harendra Awasthi Mr. Vimal Bhai and Mr. Shridhar visited. Vimal Bhai talked of violation of the irregularities, procedural deficiencies, use of police force, political interference pressure and other environmental laws in the public hearings. Mr. Harendra Awasthi spoke about how instead of gardens of the Guava fruit, we have forests of the guava fruit. Migration is the lowest in our area in comparison to whole of Uttarakhand. We have been kept in the dark and no information has reached us. Mr. Shridhar said that the environmental figures are incorrect and studies are incomplete.
The delegation requested the Joint-Secretary that all the studies should be completed in time, according to our demand. The Expert Appraisal Committee should not recommend the environment clearance.
Mr. Gyanesh Bharti listened to us for about 20 minutes and he assured us that he would look into all the documents received by the Expert Appraisal Committee for October 24th, 2017. Further he would also look into the issues raised by us at the EAC meeting on 5th December.
Outside the Ministry of Environment, the organizations ended the protest with this warning that if the ministry approves the dams without looking into these issues then it will have to face a strong reaction from the people. The protests will be arranged within every constitutional right.
In Almora, Uttarakhand Parivartan Party and supporting organisations held a protest in front of the office of the District Magistrate. Post this they met the District Magistrate and delivered a letter to her for the EAC in relation to the meeting they will be holding on 5th December to make a decision regarding the clearance of the dam. The party’s President Mr. P. C. Tiwari, while expressing his anger at the irregularities of the public hearing in the district, warned of the move against the neglect of constitutional rights. Rekha Dhasmana ji said that it is an attack on the people of the Kumaon region, the people of the mountain and the right to livelihoods of people. Govind Ram Verma said that we will not tolerate displacement in the name of development.
Also in Pithoragarh, the members of Mahakali Lok Sangathan and senior associates of Uttarakhand Kranti Dal sent a memorandum to the Expert Appraisal Committee. Sumit Mehar of the Mahakali Lok Sangathan said there is a lack of information in the villages, more than 84 villages are affected, the interior areas, the government is carrying out the paperwork keeping the public in the dark. This leads to deception in the name of development.
Manoj Matwal of the same expressed concern over the decline of Pithoragarh's environment. Shri Kashi Singh Ari, founder member of the Uttarakhand Kranti Dal said that our party will take the issue of government’s attack on people’s rights in entire state of Uttarakhand. The sovereignty of Uttarakhand is in danger at this time.
Shri Chaman Singh, Gram Pradhan and Mr. Tara Singh Van Sarpanch of Haltu village also gave a memorandum on behalf of their villages on these irregularities. Shri Keshav Singh also expressed his anguish with the Tademian village. Mr. Vazir Singh, the head of Sel village, said that injustice should not be tolerated. After the demonstration, the memorandum was sent to the Ministry of Environment through the Sub-Divisional Magistrate, Mr. Pandey.
In Uttarakhand there was also a demonstration in Jhulaghat, a huge market in the Indo-Nepal border. Mr. Harivallabh Bhatt said that he did not want to leave his land, Mr. Viplav bhatt said that the Government has proven to be hollow on big questions like displacement and environment; Rural traders have announced the retention of old and traditional markets.
In today’s demonstration, Mahakali Lok Sangathan and associates announced that if the government does not stop its move towards the destruction of Uttarakhand, then we will raise voices and masses from the villages to the cities and pour into the streets.
