पर्यावरण आकलन समिति ने अगली बैठक तक टाली स्वीकृति
रुपाली गाड बांध पर और अध्ययन होगा किन्तु जनसुनवाई व अन्य गंभीर मुद्दों पर मौन

उत्तराखंड में महाकाली नदी पर 315 मीटर ऊंचा पंचेश्वर व 95 मीटर ऊंचा रुपाली का बांध प्रस्तावित है. इस पंचेश्वर बहुउद्देशीय परियोजना की जनसुनवाईयों के आधार पर “नदी घाटी एवं जल विद्युत परियोजनाओं” पर बनी पर्यावरण आकलन समिति { EAC } ने 24 अक्टूबर को मात्र 1 घंटे से भी कम समय में दोनो बांधों में डूब रही हजारों हेक्टेयर जमीन और 40 हजार से ज्यादा परिवारों के भाग्य का फैसला कर लिया.
फिलहाल समिति ने पर्यावरण स्वीकृति के मामले को अगली बैठक तक डाला है और इसी बीच परियोजना क्षेत्र का दौरा करने की के लिए 7 सदस्यों की एक कमेटी एक समिति बनाई जो प्रभावितों से छुपा कर बांध क्षेत्र का दौरा भी करके लौट गई है इसकी अध्यक्षता शरद कुमार जैन जो पर्यावरण आकलन समिति के भी अध्यक्ष है तथा सदस्य सचिव व निदेशक डॉ० एस० करकेटा भी शामिल है. यह समिति भी अपनी रिपोर्ट अगली बैठक से पहले दाखिल करेगी. ज्ञातव्य है कि EAC को अनेक जनसंगठनों और प्रभावितों ने अपनी आपत्तियां भेजी थी. समिति के मिनट्स देखने से मालूम होता है कि उन आपत्तियों पर गौर नहीं किया गया है. जनसुनवाईयों में जितनी धांधली की गई है उन सबको छुपा दिया गया है. पूरे मिनट्स में परियोजना की सार संक्षेप दिया है अंत में समिति ने परियोजना को में कोई रुकावट ना आये इस दृष्टि से परियोजना प्रयोक्ता से कुछ सफाई मांगी है.
रुपाली गाड बाँध प्रस्तावित स्थान से 2 किलोमीटर नीचे की ओर स्थानांतरित हो रहा है इसलिए उस पर एक अध्ययन की मांग समिति ने की है साथ ही नेपाल के हिस्से वाली पर्यावरण प्रभाव आकलन रिपोर्ट भी मांगी है. अन्य स्वीकृतियों के लिए निर्देश के साथ परियोजना प्रयोक्ता से कुछ सफाई मांगी है समिति ने जल संसाधन मंत्रालय की अक्टूबर 2016 वाली अधिसूचना पर सफाई मांगी हैजिसमे वृहद गंगा नदी घाटी में बड़े निर्माणों पर रोक लगाई गई है.
विचारणीय है कि EAC की बैठक में संगठनों ने मात्र 5 मिनट मिलने का समय मांगा था. जो नहीं दिया गया. प्रश्न यह उठता है कि 1 घंटे से कम समय में इतना सब कुछ कैसे कर लिया गया? जबकि प्रभावित गांवों में स्थिति यह है कि लोगों को आज भी बांध संबंधी कागजातों की जानकारी नहीं है. यहां तक की पुनर्वास के लिए बनाई गई नीति भी गांवों में नहीं दी गई और खुली बैठकों के नाम पर जल्दी-जल्दी लोगों से अनापत्ति ली गई है. प्रभावितों ने जो भी सुझाव दिए वह पूरी तरह परियोजना के बारे में गैर जानकारी दर्शाते हैं. समिति ने इन विषयों पर लोगों के लिखे पत्रों पर कोई ध्यान नहीं दिया. EAC के सदस्य सचिव को व्यक्तिगत रुप में मिलने के बाद भी निराशा ही हाथ लगी है.
परियोजना के विस्थापितों के लिए जमीन कहां से मिलेगी? अभी टिहरी के विस्थापित जमीन के लिए पंक्तिबद्ध खड़े हैं वहां विस्थापन जारी है. ग्लोबल वार्मिंग जैसी खतरनाक प्रश्न हमारे सामने हैं. एक तरफ ऊर्जा मंत्रालय देश में बिजली की अधिकता बता रहा है. उत्तराखंड सरकार ने पलायन रोकने के लिए एक पलायन विभाग बनाया है दूसरी तरफ 40,000 परिवारों के विस्थापन की तैयारी है. 350गांव भूस्खलन प्रभावित होने के कारण पुनर्वास की राह ताक रहे हैं. कुमाऊं का सर्वोत्तम जंगली इलाका व खेतिहर इलाका डूबने वाला है या बांध से अप्रत्यक्ष रूप से प्रभावित हो रहा है. भारत नेपाल के सांस्कृतिक-सामाजिक संबंधों का प्रतीक झूलाघाट-जौलजीबी जैसे बाजार डूब रहे हैं. EAC ने इन तमाम प्रश्नों को छुआ तक नहीं है. सामाजिक आकलन रिपोर्ट पूरी तरह एक धोखे का कागज कागजात है जिसकी सच्चाई में जाने की कोशिश किए बिना समिति ने उसे स्वीकार कर लिया है. यह तमाम जल्दबाजी भविष्य के लिए बहुत खतरनाक साबित होने वाली है.
इसी बीच देश के 45 प्रसिद्ध पर्यावरणविद व नदी कार्यकर्ताओं ने पर्यावरण वन एवं जलवायु परिवर्तन मंत्रालय के सचिव व पर्यावरण आकलन समिति के अध्यक्ष एवं सदस्य सचिव तथा सभी सदस्यों को पत्रलिखकर इन बांधो की पर्यावर्णीय जनसुनवाई पर अपनी आपति दर्ज की है. जिनमे श्री रवि चोपड़ा, श्री दुनू रॉय, डॉ० भरत झुनझुनवाला, श्री मनोज मिश्रा, श्री हिमांशु ठक्कर कुछ प्रमुख नाम हैं. इनका कहना है की 9, 11 व 17 अगस्त को हुई {चंपावत, पिथौरागढ़ व अल्मोड़ा में} जनसुनवाई की सूचना प्रभावितों को 14 सितंबर 2006 की अधिसूचना के अनुसार नहीं मिली थी. यह 134 गांव बहुत सुदूर क्षेत्र के हैं जहां ज्यादातर गांवों में अखबार तक नहीं पहुंचता है सीमित जानकारी / समझ के अनुसार लोगों ने जो भी कुछ कहा हो, किंतु वो EIA, EMP, SIA की जानकारी के बिना था. उन्होंने चिंता के साथ पत्र में कहा की यह एक अंतरराष्ट्रीय स्तर की परियोजना की शुरुआत के लिए बहुत ही गलत संदेश है. परियोजना का उद्देश्य कुछ भी हो, फायदा नुकसान कुछ भी हो, किंतु प्रभावितों से सच्चाई छुपाकर जनसुनवाई करना तथा EAC द्वारा भी जनसंगठनों/ प्रभावितों की आवाज को नकार के पर्यावरण स्वीकृति की प्रक्रिया को आगे बढ़ाना पूरी तरह अस्वीकार्य व पर्यावरण-लोगों के खिलाफ है.
उन्होंने मांग की है की
· EAC से पुनर्विचार करे.
· जनसुनवाई की जनता को पूरी, सही, उनकी भाषा में जानकारी { EIA, EMP, SIA} देकर ही एक महीने बाद जनसुनवाई गावों के निकट हो.

EAC Postpones Environment Clearance of Pancheswar Project till the Next Meeting
Seeks More Studies for Rupali Dam, but Maintains Silence on Pertinent Issues Raised During the Public Hearing
Committee Visits the Pancheswar Valley Secretly, No meeting with PAFs
Two big dams, Pancheshwar, 315 mts high and Rupali, 95 mts high, are proposed on Mahakaliriver in Uttarakhand. On the basis of the reports of the public hearings of the Pancheshwar Multipurpose Project, the Environmental Assessment Committee (EAC) assigned with clearances for "river valley and hydro power projects" met on October 24th and decided the fate of thousands of hectares of land to be submerged and more than 40 thousand affected families, in less than an hour.
The committee postponed the final decision for the next meeting and constituted a committee of 7 members headed by Sharad Kumar Jain, Chairman, Environmental Assessment Committee and Member Secretary & Director Dr. S. Karketa. The Committee made a secret visit to the site without informing or meeting any of the Project Affected Families (PAFs) or social organisations protesting the dam. The report of this committee will be submitted before the next meeting and will also be considered in taking final decision. It is important to note that many mass organizations and eminent people had sent their objections to the EAC. However, the EAC meeting minutes reflect that none of those objections were considered at the meeting. All the misdeeds and illegality in conducting Public Hearings brought to notice of the EAC, were withheld from the full committee. Thought the complete essence of the project is summarized in minutes, and the Committee requested some clarifications, but the intent is clear that the final decision should show some due process followed by the Committee.
As for the Rupali Dam, given that it is now being shifted 2 kms downstream, from the proposed location, the committee has asked for a new study, along with the Environment Impact Assessment Report of the Nepal side of the project. The Committee with regard to other approvals has sought more clarifications from the project proponent. The committee has also sought clarifications on the Ministry of Water Resources Notification of October 2016, which prohibits construction in the Greater Ganga river valley.
It is worth mentioning that in the EAC meeting, the organizations had asked for mere 5 minutes. That too was not given. The question arises, how was all this done in less than 1 hour? The fact remains that in the affected villages, people still do not know about all the studies and reports related to the dam. Even the information related to the R&R hasn’t been given to the PAFs. Fake objections were generated by the authorities, on behalf the people, to complete formalities. The committee did not pay any attention to the complaint letters written by people on these topics. Even meeting the member secretary of the EAC in person, was completely disappointing.
Where will all the displaced people be given land? Till today, the rehabilitation of displaced people from Tehri is incomplete and is ongoing. The question of climate change and its dangerous consequences are facing us, and no one seems to be worried about it. On one hand, Ministry of Power is emphasising that there is surplus electricity in the country, but still we are pushing for more Hyde projects. Same is the issue with Uttarakhand Government, which is trying to stop migration by creating a Migration Ministry but on the other hand is planning displacement of 40,000 families. 350 villages are already displaced due to land slides in Uttarakhand. Kumaon’s densest forests, prime agriculture land all are faced with the direct or indirect submergence or other related impacts. Markets of Jhoolaghat-Jauljibi, symbols of Indo-Nepal socio cultural ties are facing submergence. There are many such issues, which have been ignored by the EAC in its present assessment. SIA done in haste is completely farcical, and has been blindly accepted by the Committee without any verification. All this rush will prove dangerous in future for everyone.
Separately, 45 eminent environmentalists and river activists of the country wrote in a letter to the Secretary, Ministry of Environment, Forest and Climate Change (MoEFCC), head of EAC and member secretary and all the members of EAC, raising their reservations with regard to the public hearing process. The environmentalists included prominent names like Mr. Ravi Chopra, Mr.Dunu Roy, Dr. Bharat Jhunjhunwala, Mr. Manoj Mishra, Mr.Himanshu Thakkar amongst others. According to them, public hearing held on August 9, 11 and 17 (in Champavat, Pithoragarh and Almora) were not as per the guidelines of the 14 September 2006 Notification. 134 affected villages are very remote and accessibility is very difficult, with hardly any reach of the newspapers, where public hearing notice was given. Hence, the information given by affected people was limited in nature, and without complete knowledge of the SIA, EIA and EMP studies. This is highly unethical and illegal practice for the beginning of an international project of this magnitude. They added that, whatever may be the motivations behind the project, whatever may the advantages or disadvantages be, the procedure used for holding Public Hearings by with holding crucial information from project affected people and further ignoring the objections raised by many, the continued process of clearance by EAC is completely unacceptable and will only cause severe damage to environment.
The letter demanded that:
- EAC must consider the continuance of the Clearance process for the Pancheswar Multipurpose Project
- It must re-conduct the Public Hearing after giving adequate information of EIA, EMP and SIA reports in local languages and a month notice.
MahakaliLokSanghatan is devoted towards right and sustainable development of Mahakali valley. The Governments is only pushing for displacement and environment destruction. We will expose their wrongdoing and bring the truth out to public.
