                      ‘‘दस बरस बाद‘‘

बांध विस्थापित क्षेत्रों में आज भी भूमिधर अधिकार नहीं मिल पाए है। बिजली, पानी, स्वास्थय सेवाएं, शिक्षा व्यस्था, बैंक यहाँ तक कि पोस्ट ऑफिस और जानवरों से खेती की सुरक्षा के लिए ताड़-बाड़ जैसी मूलभूत समस्याओं के लिए 1978 से आज तक टिहरी बाँध विस्थापित/प्रभावित संघर्ष कर रहे है। नए टिहरी शहर में मात्र पुराने टिहरी शहर की मात्र 40 प्रतिशत आबादी बस पायी, पुश्तों और सीढ़ियों के शहर में हाँफते हुए लोग घुटनों के दर्द और साँस की बीमारियों से पीड़ित हो रहे है। 29 जुलाई, 2005 में बाँध के उद्घाटन के समय तत्कालीन उर्जा मंत्री द्वारा मुफ्त बिजली का किया गया वादा मात्र वादा ही रह गया।

टिहरी बाँध के उद्घाटन के 29 जुलाई, 2005 से 10 वर्ष बीत गए और टिहरी बाँध की झील में रेत भयानक स्तर तक भर गई है। साथ ही झील के चारों तरफ के लगभग 40 गाँव बाँध कि झील के कारण धसक रहे हैं। बाँध कंपनी ‘’टिहरी जल विद्युत् निगम इंडिया लिमिटेड’’, इन गाँवो को बाँध से ना प्रभावित मानकर प्राकृतिक आपदा का शिकार मान रहीं है।

पुनर्वास कार्य पूरा ना होने के कारण एन. डी. जुयाल, शेखर सिंह बनाम भारत सरकार व अन्य, तथा किशोर उपाध्याय बनाम भारत सरकार मुकदमों के कारण माननीय उच्चतम न्यायालय ने बाँध कि झील को पूरा भरने पर रोक लगा रखी है। जो यह बताता है कि बाँध पूरा करना मात्र एक जिद्द थी जिसमे महत्वपूर्ण परि-पासु की शर्त का पालन नहीं हुआ जिसके अनुसार पुनर्वास कार्य व बाँध का इंजीनियरिंग कार्य साथ साथ होना चाहिए था।

बाँध से 1000 मेवा बिजली पैदा करने का दावा था वो भी कम ही पैदा हो पायी है। यहाँ प्रश्न यह भी उठता है कि राज्य सरकार को मिलने वाली 12% मुफ्त बिजली का पैसा कहाँ गया। केंद्रीय उर्जा मंत्रालय नीति के अनुसार यह पैसा बाँध विस्थापितों व पर्यावरण कि समस्याओं के निराकरण के लिए खर्च किया जाना चाहिए था।

बाँध बनने के बाद 2010 में जो बाढ़ आई जिसमे पानी बाँध के ऊपर से गुजरने वाला था उस समय ये सिद्ध हुआ कि झील के पानी कि सर्वे लाइन गलत थी। पुनः सर्वे में नए विस्थापित आए अभी इन सबका पुनर्वास नहीं हुआ है। पुनर्वास में भ्रष्टाचार पराकाष्ठता पर रहा है जो हाल ही में विस्थापितों को हरिद्वार में नदी के खादर में जमीन के पट्टे काट दिए गए। खुलासा होने पर ये स्तिथि कुछ रुकी।

इससे पुनः यह सिद्ध हुआ है कि इन सबका 1978 से विस्थापन शुरू होना, 10 साल से बिजली पैदा शुरू होना जिस विकास कि ओर इंगित करता है उसमे नदी घाटी के लोगों का स्थान ना होना, पर्यावरण की बर्बादी बड़ा भ्रष्टाचार दिखाई देता है। पूर्व प्रधानमंत्री इंदिरा गाँधी के शब्द सही सिद्ध हुए जो उन्होंने बाँध बनने से पूर्व अपने टिहरी दौरे के बाद कहे थे कि यह बाँध ठेकेदारों और पूंजीपतियों को ही फायदा पहुचायेगा।

बांध के उद्घाटन के 10 साल बाद आज नमामि गंगा का जाप करने वाली केंद्र सरकार व राज्य की कांग्रेस नीत सरकार, क्या इसपर विचार करेगी?

“After ten years”

Land rights are still a misery in the Tehri Dam displacement regions. Since 1978 to present, The Tehri Dam affected people are struggling for the basic amenities like electricity, water, health services, educational facilities, bank, even the post offices and fencing to protect the agricultural crops from animals. Only 40% of Old Tehri city has settled in New Tehri city, the people of city having retaining walls and stairs has been suffering from ankle’s pain and respiratory diseases. The promises of free electricity made by the immediate energy minister at the time of inauguration of the Dam on 29^th July, 2005, have also remained as only promises for the people.

It has been 10 years since the inauguration of Tehri Dam and the lake of the Dam is already filled with sand on a dangerous level. Along with this, 40 villages around the lake are subsiding due to the lake of Tehri Dam. Whereas THDCIL, the Dam Company is considering them affected by natural disasters, and not by the Tehri Dam reservoir.

Due to incomplete rehabilitation, cases of N. D. Juyal, Shekhar Singh Vs. Union of India and others, and Kishor Upadhyay Vs. Union of India, Hon'ble Supreme Court has already prohibits from filling the reservoir fully. This also tells that finishing the Dam was only a stubbornness, due to which important conditions of Pari-Pasu was not followed in which rehabilitation work and engineering works of Dam should be happening together.

It was claimed to generate 1000MW of electricity Tehri dam but that also have never achieved. Here the question is also rising as where the money of 12% free electricity which was meant for state government has gone? According to the policy of Central Energy Ministry, this money should be spending on Dam displaced people and to solve the environmental issues.

After the dam construction, in 2010, the water was almost set to cross over the dam height. At that time also this was proved that the survey line of  reservoir was wrong. Oustees recognise in new serve they were not rehabilitated till now. Corruption in rehabilitation is very level. In the recent past government give river land to the oustess. This has stopped only after when this news came out.    

This again prove that in development people from river valley does not have place and devastation of environment and corruption is in full swing. Displacement begun in 1978 and electricity generation starts since 10 years but till now problems of oustees not solved.

What ex-prime minister of India Mrs. Indira Gandhi said after her Tehri visit in 1978 that this dam will give profit only to contractors and capitalist has proved.

After 10 years of commissioning the Tehri dam will the central government who is  chanting ‘’ Namami Ganga’’  and state government will think over this situation?
