श्रीनगर बांध परियोजना: पावर चैनल में रिसाव 

    गांव के लोग भय में जीने के लिए मजबूर 

पिछले 4 दिन से उत्तराखंड के  टिहरी व पौड़ी जिले में बनी श्रीनगर बांध परियोजना का पावर चैनल यानी लगभग 4 किलोमीटर लंबी खुली नहर में जगह-जगह से तेजी से रिसाव हो रहा है। रिसाव के कारण  मंगसू और सुरासू आदि गांवों के लोग भय में हैं। उनके घरों के आसपास पानी है, खेतों में पानी है जो की फसलों को खराब भी कर रहा है, यह पानी सर्दी के मौसम में और ठंडक बढ़ा रहा है।

ज्ञातव्य है कि 2015 में इन गांवों में नहर के रिसाव के कारण भारी मात्रा में पानी भर गया था । जिसके बाद तत्कालीन उत्तराखंड सरकार ने  2 मंत्रियों की एक कैबिनेट समिति बनाई। जिसमे ऊर्जा सचिव को भी रखा गया था। जिसकी संस्तुति पर देहरादून स्थित वाडिया इंस्टीट्यूट ने अपनी  रिपोर्ट दी । इस रिपोर्ट के निष्कर्ष बताते हैं कि पावर चैनल की जगह और निर्माण में खामियां हैं। अपनी सिफारिशों में वाडिया इंस्टीट्यूट ने बताया था कि कई अन्य संस्थानों के साथ मिलकर इसके गहन अध्ययन की आवश्यकता है। इसके बाद जीवीके कंपनी ने बिना किसी अध्ययन किए, नहर पर जगह-जगह कुछ लीपापोती जैसे काम की किए। मगर वह पूरी तरह कभी भी न सफल हुए हैं । बल्कि नए से कचरा सफाई करके जो मलबा नीचे की तरफ डाला गया उससे लोगों के खेत और खराब हुए। जिस पर कोई मुआवजा नहीं।

हम मानते हैं कि बांध निर्माता जीवीके कंपनी ने लोगों की सुरक्षा को नजरअंदाज किया है। मात्र पानी बेकार न जाए इस बात को ध्यान में रखा। रिसाव क्यों हो रहा है उस गंभीर प्रश्न पर काम नहीं किया। पिछले 3 सालों में उत्तराखंड सरकार में सत्ता बदली है। मगर पूर्ववर्ती और वर्तमान सरकार दोनों ने ही इस ओर ध्यान नहीं दिया। जिसका नतीजा है कि आज स्थिति गंभीर है।

श्रीनगर बांध परियोजना के निर्माण किस समय से ही लगातार प्रश्न उठते रहे हैं । बांध कंपनी ने पर्यावरणीय शर्तों की अनदेखी करते हुए बांध को आगे बढ़ाया । अन्य मुद्दों पर भी आज स्थिति यह है कि शहर में गंदा पीने का पानी, लोगों के मुआवजे लटके हुए हैं, लीज पर ली गई जमीनों के पैसे अभी तक नहीं दिए गए, शहर में मरीन ड्राइव बनाने का वादा गायब, गर्मियों में चौरास में उड़ती धूल। पूरे बांध क्षेत्र के पर्यावरण की तबाही और इन सब के साथ मंगसू से धारी देवी तक के गांवों में छोटी-छोटी समस्याएं जैसे पानी, गांव के रास्ते आदि-आदि भी लटके हुए हैं।

माटू जन संगठन मांग करता है कि :-

1-सरकार वाडिया इंस्टीट्यूट की रिपोर्ट पर तुरंत कार्यवाही हो।

 2- पावर चैनल के रिसाव से हो रहे नुकसान की भरपाई बांध कंपनी करें ।

3- लंबित मामलों पर सरकार कंपनी के साथ मिलकर तुरंत निदान कराएं।

Shrinagar Dam Project: Leakage in power channel, village people forced to live under threat.

For the past 4 days, there has been continuous leakage from the 4km long power channel of Shrinagar Dam Project constructed in Tehri and Pauri districts of Uttarakhand. Due to this leakage, residents of villages like Mangsu, Surasu, etc. are under threat. Their homes are surrounded by water, their fields are water logged which is also damaging the crop. This presence of water adds on to the wintry cold season.

It is well known how in 2015, these villages were waterlogged owing to a leakage in the canal. Following which the then Uttarakhand government had urgently set up a Cabinet Committee comprising 2 ministers which included the secretary for Energy and on the recommendation of which, the Dehradun based Wadia Institute submitted its report. The report concluded that the location as well as construction of the power channel was flawed. Recommendations of Wadia Institute said that an in-depth study of it in collaboration with other institutes was needed. Following this, the GVK company undertook some tasks at various places of the canal without having done any study of any kind. But they have never succeeded entirely. Rather the waste collected after cleaning the canal, which was dumped downwards, all the more damaged people’s fields who have yet not been compensated.

We believe that the Dam constructor GVK company has ignored and overlooked people’s safety. Their only consideration has been that the water for generating electricity shouldn’t be wasted. The question about the cause of the leakage has not been worked upon. In the past 3 years, the government of Uttarakhand has changed. But both the previous and the present  government have paid no heed in this direction. As a result, today, the situation is serious.

There have been continuous doubts and questioning about the Shrinagar Dam Project ever since it had been constructed. The Dam constructing company undertook the construction overlooking all environmental risks. Other unsettled issues include unhygienic water for drinking, unpaid compensations to people, lands taken on lease have not been paid till date, the promise to construct marine drive in the city is missing, the unattended dust and waste blown away in summers. The entire area under dam construction is devastated and along with this, villages from Mangsu till Dhaara devi are aggrieved with small problems like water, pathways, etc.

Matu People’s Organisation demands :-

1. Immediate Government proceeding on Wadia Institute’s report.
2. The damage being caused due to leakage in the power channel should be compensated for by the dam construction company.
3. Pending cases should be urgently resolved by the government with the company’s cooperation.
